How little space is effectively equal to no (non-aggregate) space at all?
For some businesses, a /22 will be as useless as a /24. Who knowns what
kinds of new businesses will be most affected by this in four years?

IPv4 allocation having left behind the “as needed” phase really makes it
impossible to bet on RIR-provided IPv4 space for anything other than
transition mechanisms.
