Nobody has replied yet, I have some experience but not 64 bit AIX5.1 or Oracle 9.2. But, have you tried running tdpoconf showenv on system that doesn't work and see if output looks normal? If it doesn't, most likely need to correct config. Also look at TDPO log files on client for more info.
