If it's the same nodes having the problem repeatedly, you could try temporarily adding SKIPNTPERMISSIONS YES to the dsm.opt file. Then the backup ignores changes to the ACL's. Just to rule out that issue. If you still have the problem then, I'd open a ticket with Tivoli. They might have a client

is this VTL or physical tape? Just as a troubleshooting step, I would attempt a single-channel backup/restore to see if that makes a difference. (whether it's physical or virtual) It's been a while, but I remember having weird problems like this in the past with multi-channel restores on

No. You can't lock a node or filespace and prevent expiration from occurring. Even if you stop EXPIRE INVENTORY from running, backup versions will still roll off and versions due to expire based on days will become unrestore-able. The only way to prevent expiration is to change the copy group
