This looks like you are using an older level
of the TSM API to do the restore.
Check the API level on the system that you ran
the backup on and make sure the TSM API level
on the system you are running the restore on
is at least the same level or higher.

I have upgraded some of my WIN2K clients to 5.1 and there seems to be a

This often means that the tape volume on which the object resides
in in status UNAVAILABLE.
Check your activity log on the server at the time of the restore.
You should see additional information.
