BACKUP_DIR not set is issued by Oracle internal library. Your oracle is
still linked with Oracle internal disk library. Please perform the steps
described in the manual to re-link oracle with TDPO.

This problem is caused of wrong configuration of TDP .
Can TDP communicate with TSM server ?
You can run the tdpoconf password or tdpoconf showenv to communicate with TSM server .

The BACKUP_DIR should be listed in your tdpo.opt. It specifies the client
directory which wil be used for storing the files on your server. If you
list the filespaces created for that node
