We suffered from this error when the OS had a problem starting the Logical
Disk Manager Administrative Service. (look to see if you can see your disks
in 'Disk Management')
A restart fixed the OS, and backups were fine after this.

This is an FAQ
The TSM processes run under the local SYSTEM account by default and so don't
have access to network shares.
Change them to run under an account that has access.
