The first thing you need to look into is why your EVANPDC_DAILY_INCR
schedule seems to be defined for a start time of midnight in one
instance, and noon in another. Do you have something automated
changing the schedule definition? I should think that a daily

If you are only occasionally moving old volumes, you could just run a script
that builds the command and manually paste it to the command line.

You don't say if your client MANAGEDServices option is properly set
for scheduling. Check that, and the dsmwebcl.log, and the server
Activity Log if nothing evident in that CAD log.

I've got a libvol LTO2 that was marked as private by the server due to a
drive error:

No worries.
If TSM had already put data on the tape, you would have gotten a different
message, TSM would not have called it a scratch tape.
And TSM will not LET you update the tape to Scratch if there is any valid
data on it.
Just do:
UPDATE LIBV libname ITG043L2 STATUS=SCRATCH

option, and reran the backup attempt by updating starttime to 'now'.

We have not had an issue with the clients set to prompted and issuing a define
clientaction NODE action=i on the TSM server.
Sometimes there is a few minutes between the command and the start of the job.
