You can use incremental backup for every backup session. So you can define the
objects what you want to backup in dsm.opt file.

For tsm 5.x:
There is no registration needed for database seperatelly. Tsmee.lic or
tsmba.lic should enough for license registration. License for database client
is in the installation source.
I don't have 6.x experience for databases.
