We're using the ValueTrack parameter {product_partition_id} to retrieve the 
ID of the product partition each time  the user clicks a shopping ad.
And we're also requesting PRODUCT_PARTITION_REPORTs to capture metrics of 
these IDs (Criterion ID) during a given period of time. 

In the past these product partitions ids were always unique, i.e. product 
partitions in different campaigns and ad groups always had a unique id, so 
that we could monitor how many clicks and conversions we achieved per 
product partition (partitionType=subdivision).

Since january we're receiving the id 18283950120 for hundreds of different 
adgroups in several different campaigns so that we can't tell the 
difference between these when a ad gets clicked and the ValueTrack 
parameter gets filled.

Looks like all criterions with productGroup='* /' and 
partitionType='Subdivision' do now have the same id 18283950120 . I'm aware 
that identical criterions do get the same ID, but we always had unique IDs 
in the past. Since there's no ValueTrack parameter for the AdGroupID I 
can't figure out how to retrieve a unique value to count clicks and 
conversions on the subdivision level.
