I am also experiencing problems with the Ad Performance reports. Many of
them return with 0 rows, while I'm sure there is data over that period that
should be reported (which can also be seen from the MCC). Hoping that this
will be fixed promptly, as right now we are unable to send our campaign

We are aware the Ad Performance Report is missing stats for third party
ads, please bear with us for a bit longer since we are rolling out a fix
within the next couple days to resolve this issue.

I think I'm getting the same problem.
Using an AdPerformance Report I cannot return rows relating to 3rd Party
Ads (ENUM: THIRD_PARTY_REDIRECT_AD) in a paused adgroup of an active
campaign.
I can see the metrics via AdWords, I can retrieve them using auto placement
report, but no matter what
Just started happening yesterday, keyword reports run fine but ad
performance reports started coming back empty.
Doesn't matter what date range I use.

Is the account paused, or all the stuff within it? If so, same problem I'm
having.

nope its active, some campaigns paused but mostly active.
It is a third party adserved account which may or may not be part of the
issue.
Its working for the other 30 or so accounts we run, just started failing
for this one.
