To modify a campaign audience bid modifier, you will need to use the
CampaignCriterionService with the criteria type as CriterionUserList.

As part of the "Criterion" entity of CampaignBidModifierService there is no
"Audiences" and the only related thing is "CUSTOM_AFFINITY"
So can we retrieve the bid adjustments taking place on the Audience level
using CUSTOM_AFFINITY?
