Can I retrieve keyword tool data (i.e keyword suggestions) via the adwords or analytics api?

Hi there I am trying to build a web based or ideally excel based tool that produces a string of keyword suggestions when you input the original keyword or string. I would like to be able to do this in any language and then separate them by semicolons. Cant seem to find where I can get this
