I heard back from the team that ad group criteria (and criteria in general) are
actually completely removed from the backend, not simply marked as removed,
when they are removed and have never accrued any stats. This is why you are not
getting the criterion back after it was shown as

Thanks for reporting and for the detailed description. I believe you should be
able to fetch ad group criteria this way, so I'm going to have our engineering
team investigate what may be going wrong. I will let you know as soon as I have
