1 and 2. Yes, there are limits in terms of the number of requests and/or
operations metered such as of Requests Per Minute, Operations Per Minute,
and/or other types of rate limits such as operational limit

You may refer to this guide

the commonly seen rate limits. You may also refer to this rate sheet
<https://developers.google.com/adwords/api/docs/ratesheet> to determine how
operations are counted.

3. It depends on the rate scope, wherein it could be account scope or
developer scope. The developer token rate scope covers all transactions
made against your developerToken, regardless which account you used. The
account rate scope will only cover those requests done on a single Google
Ads account.

4. To understand what triggers the RateExceededError
<https://developers.google.com/adwords/api/docs/reference/v201809/AdCustomizerFeedService.RateExceededError>,
you need to check on the rateScope and rateName properties of the error
itself. Kindly refer here
