You are correct, parallel tracking will be required for all accounts but
will only be implemented in Search and Shopping campaigns as of the
moment. Support for more campaign types and platforms will be added in the
upcoming months.

But this doc says that Starting October 30, 2018, parallel tracking will be
required for all Google Ads accounts.
