Yes, you can use latest version 10 of the Google Ads API. You can check
metrics.cost which level you want to use and you can validate your query
through query vaildtoar tools. Let me know if you have any question.

Still we need an answer how to use these reports now before you stop
allowing us to use AdWords API completely in April.
So I still need to find out what report (resource) I should use, to see how
