If by credentials you mean your client id and secret, you can just generate
them by creating them logged in as a user with access to the account with your
developer token.
If you mean the actual account, you should reach to the product team and they
should be able to get you back
if i lost my Ad console credentials where i have my developer token exist,
how i can restore these credentials according to my developer token
can google help with that ?

Ads, ADGROUP and GEO performance reports for different accounts
Do i need to applying these Terms & Conditions in all the different
accounts or just on the account who make the API calls?
