Try not matching 8100 for ethertype. I think otherwise it overrides inner tags.

I'm trying to set up a 450b PTP link such that the slave end sticks the
outer QinQ vlan tag on any packets received on the ethernet and passes it
through to to the master and then onto our network.The master should
just pass these packets on.
Of course the opposite should happen in the
