them meaning I need a tool that can ream away the brick until I have a
smooth area to mount the bracket against it. Imagine a hole saw that
that is just flat or

thats madness, the only tool I can think of is an angle grinder with
masonry disk, keep shaving til flat.
I would just use some concrete anchors with washers on the stud to stand a
plate off in front of the irregularities
