When i design the fiber area we use the house address for the drop identifier.  
We than use the county asesser website to guess the name of the home owner or 
we just use Current Resident if we can't figure out the name.

Understand not wanting to advertise promos to current customers, on the
other hand I find they  often pass flyers on to neighbors or it jogs their
memory to tell their neighbors about your service.

I have been using market broadband proximity mailing. Provide them with
your coverage area and they send cards to your folks in your coverage area
only. Send them the clients you install and they send to the area around
your install.
