Actually, for people, and in particular living people... the notoriety standards are pretty well defined...  living little space for variation. Usually, we complain that we lack written sources and sources available online to double check and establish notoriety for many people from Africa.

Hey there! Good catch, Isla. All of the versions we released have the appropriate licensing (YouTube, Commons, etc.), but you're right that Mark Angel's upload has a different license. Zack is out today, and I haven't been involved in the nitty gritty on this, but we'll follow up with more info
