I really oppose this sort of pseudo-code format strings that can't reasonably be considerer a natural use of language. A better way to do it would be to create a rule, or perhaps append to this one, definitions of particular standards. That is, if the level of explicitness put forth by this proposal is considered necessary, then we should make it so. This would necessitate, I believe, a study into the ontology of the rules. That is, what kind of entity can a rule demand to be reasonable? Actions? Propositions? Predicates on actions? Predicates on propositions? Etc.
