Maybe there should be some distance limit.  Just as a suggestion, a
player's location has to be less than a Manhattan distance of 2 from a
facility to give it a refinable asset.

Here's a possible variation on the issue of upkeep vs development vs
destroy:

Not paying upkeep on a Plat reduces its Development one step.  Once the
Development reaches zero, not paying the upkeep results in the Plat
becoming Vacant.  (Clarify that a Vacant Plat gains no benefits from
Development.)  Not paying the upkeep on an unimproved Vacant Plat results
in the Plat being returned to the bank ^W^W^W^W^W becoming Public.

Upkeep on a Vacant Plat needs to be set in such a way to encourage
development.  Also, perhaps some of the upkeep and development costs should
be an asset sink, destroying some of the expenditure.

growing upwards, one cannot go Below the Root.

 One of my long-time we'll get to this someday ideas has been
 to separate rules into Domains.  Within Domain, precedence
 works as usual.  But power-1 in-domain rules trump power-3 out-

 versus judicial versus executive (officer) Domains and economic

 That can get fun, G.  Put some errors into how to resolve Domain
precedences, and all sorts of interesting scams can occur.  The easy one is
to make certain Domains non-transitive -- Legislative Domain takes
precedence over Executive Domain takes precedence over Judicial Domain
which takes precedence over Legislative!

This might actually work better if non-Domain rules take precedence over
Domain rules of lower power, just to keep the fundamental rules intact,
especially R101.

in the baritone range.

A no-longer-abandoned monastery habited by unusual monks sounds like a job
for an Adventurer Party.  Oscarosaurus isn't too worried about threats to
tear off heads, due to having a substantial neck frill and somewhat thick
hide.  However Oscarosaurus is no adventurer.

Oscarosaurus asks the woman which road leads to Oscar's Mire and what might
be on that road.  Then he scratches his back against a tree and looks for a
good place to sleep -- good natural defenses from large predators, fresh
water, lots of open space for singing.  Because one ought to sing every day.

Oscarsaurus intends to run an expedition from Townsville to Manubourne by
way of Oscar's Mire, Sherlock Ness, and Taracoola.  This expedition is
intended to rely on the Map of Agora from R2105/6.  (Accuracy of the Map is
not guaranteed, as no expedition has yet returned.)

Define the term properly:
A contract is an agreement between two or more persons.

I had a thought some years back when there was a rash of transferring
assets to all sorts of entities -- France, Hillary Clinton, a specific
rule, or the asset itself.  My idea was that property can be owned, a
person (or some other entity/ies within Agora) can own, and anything
outside the scope of the game doesn't count.

Then my idea was taken over by a Group and never seen again.

Reenacting Rules: Power 3

Amend R105 by inserting the following after the paragraph labelled (b):

  (c) reenact a rule.  A repealed rule identified by its most recent
  rule number may be reenacted with the same ID number and the
  next change identifier.  If no text is specified, the rule is
  reenacted with the same text it had when it was most recently
  repealed.  If the reenacting proposal provides new text for
  the rule, the rule must have materially the same purpose as
  did the repealed version; otherwise, the attempt to reenact
  the rule is null and void.
[Reenact the rule, THEN change its purpose -- don't do both at once.]


and renumbering the existing labels (c) through (e) accordingly.
