I'm not sure if a Proposal can directly award a win without a Rule.

       When the Rules state that a person or persons win the game,
       those persons win the game;

There are counterarguments to this, because R106 says:
              Except as prohibited by other rules, a proposal that
       takes effect CAN and does, as part of its effect, apply the
       changes that it specifies.

Does the fact that R2449 say "when the Rules state" for winning mean
that winning is "prohibited by other rules" for the purposes of R107?  
May be an interesting CFJ.
