I claim that this is not a win announcement, because CFJ 2878 is not on the legality of an action: it is, effectively, on ($action is illegal) ^ (if Rule 2215 did not exist, action would not be illegal), which is a substantively different statement. Also, you're going to Win by Proposal shortly anyway.
