UNDECIDABLE; we have determined that eir score is not determinable by
reasonable effort (by the reasonable effort of the CFJ system), and
therefore it is 0; however, this means that we have determined that
eir score is 0 via reasonable effort, and therefore it is probably not
0, for the condition is not met.
