It's still entirely up to the judge each round.  I think I noticed Murphy
was the judge of the current or just-ended round...?

Oh that's a good model.  I'm not gonna judge or make rules for tho it I'll just
  collate any that people post (+ my own), once a day.  Maybe mix and match.

I was actually interpreting this more like a Fantasy Rules Contest
starter.

I've been thinking about resurrecting that recently, although probably
on a site dedicated to playing games rather than among other nomic
players. The biggest change I'd make to the regulations would be to
favour the more subjective meanings of "consistency" over the rather
degenerate situation of fantasy rules directly talking to each other.

Perhaps I should at least suggest a set of regulations here so that the
loophole-finders and scamsters here can let me know if they'd work or
not?
