In general, Rulekeepor's notes should likely just contain information
on effects of passing a proposal that are not obvious from the proposal
text. Things like "the rule that the proposal tries to amend doesn't
exist" are needed to make sense of the effect the proposal had on the
gamestate.

The notes wouldn't be necessary in cases where the proposals actually
do what it looks like from their text that they dod.
