Is there a judgement on that? There have been several times that a winner has taken it on themselves to pay before the announcement has been made, and I don't think anyone has protested that it failed? The last event described in that rule before the sentence with "in a timely fashion" is the announcer announcing the end of the Auction. So I could argue "in a timely fashion" is after that happened. I did conditionally pay for Tarhalindur on March 16 (14:31 UTC). Is it in a timely fashion if I do it before the event? If the event never happens?

My activity in this game is very much reactionary. I generally only remember to do any of my duties if someone does something to remind me about them. I think the immediate cause of the current slowness is twg's departure. The lack of proposal resolutions, in particular, has had a large impact on gameplay. However, that's hardly a sufficient condition for inactivity. I'm also busy IRL, which is why I haven't been generating much activity of my own. I think the players have become somewhat disengaged, for varying reasons, including those you mentioned, which is why no one has picked up the slack. Making sure all of the reports get completed would be a start to engaging the Agoran public. Proposal resolutions are especially important; Promotor, Assessor, and Arbitor are the essential offices, and having any of them vacant halts gameplay. If we could get at least a basic level of activity going again, we would be in a better position to receive new members who might bring in more ideas.
