Is there a judgement on that?

There have been several times that a winner has taken it on
themselves to pay before the announcement has been made, and I don't think
anyone has protested that it failed?

Hmm, it's in the last two paragraphs of Rule 2551:

 For each lot in the Auction, the winner of that lot is the player

 The winner of a lot SHALL pay the Auctioneer the number of the

 otherwise, e SHALL do so in a timely fashion.


This puts the burden on the highest bidder to pay "in a timely fashion".

In a timely fashion from what?  Probably from when the auction ends
(automatically), not from the announcement.  So this means you should
have paid, and broke the SHALL by not paying, and the announcement doesn't
affect that at all.  But maybe that's wrong.

And if you pay now, do you get the zombie?  Dunno.  In the last paragraph,
in "When e does so", is the "does so" referring to (SHALL pay) or (SHALL pay
[...] in a timely fashion)?  I think the latter which means you wouldn't
be able to pay now?

That's not really ideal...

The last event described in that rule before the sentence with "in a
timely fashion" is the announcer announcing the end of the Auction. So
I could argue "in a timely fashion" is after that happened.

I did conditionally pay for Tarhalindur on March 16 (14:31 UTC). Is it
in a timely fashion if I do it before the event? If the event never
happens?

My activity in this game is very much reactionary. I generally only
remember to do any of my duties if someone does something to remind me
about them. That's why I haven't done much.

I think the immediate cause of the current slowness is twg's
departure. The lack of proposal resolutions, in particular, has had a
large impact on gameplay. However, that's hardly a sufficient
condition for inactivity. I'm also busy IRL, which is why I haven't
been generating much activity of my own. I think the players have
become somewhat disengaged, for varying reasons, including those you
mentioned, which is why no one has picked up the slack.

Making sure all of the reports get completed would be a start to
engaging the Agoran public. Proposal resolutions are especially
important; Promotor, Assessor, and Arbitor are the essential offices,
and having any of them vacant halts gameplay. If we could get at least
a basic level of activity going again, we would be in a better
position to receive new members who might bring in more ideas.
Historically, we get a bunch of registrations sometime around April
and May, but if the game is totally dead people may not join.
