If you're asking my preference, no (as the rules are written now), and maybe (AFTER we've actually implemented - i.e. adopted - the split between crimes and infractions).

I think that low-level things should always be dealt with by an officer because otherwise the burden of management is too great, and we've just enacted an interesting mechanism for dealing with higher level things.
