I think the simplest solution here is to pass a patch proposal, then RWO our 
reports from this week. Cleans things up without any crazy retroactivity.

I'm not sure how much retroactive magic is going to help. I think we
need to go carefully over it, and then decide whether we need to start
over from scratch. It's looking like we may want to, what with land
auctions being broken and everything. Suggestions?

 Arguments: I'm still not entirely sure we've settled what happens with
 message timing when the lists are down; and the rules for registration
 are different, so I'm not sure if that has any effect on the timing.
 (Deregistration would have been even more interesting, but Wooble either
 hasn't been a player when the lists were down, or didn't think of it.)
