I'm prone to vote against creating an office specifically linked to
another nomic in Rule text like this.  However, I'd be very much for
bringing back the Foreign Ambassador (which we had for a while), whose job
would be to maintain foreign relations in general, and then specify
individual relationships with other nomics in Regulations (e.g. it would
take some Agoran Consent to add the PodNomic Correspondent or whomever).
