PREAMBLE (does not self-ratify)

Because this is the first Arbitor report for a while, I have some notes
on the transition.
* Most of these CFJs did not yet have numbers assigned. By publishing
this report, I hereby assign the numbers indicated below to each
one.
* I haven't managed to start updating the CotC archives yet. I'm still
kind of hoping G. has some scripts e can pass onto me, although if I
don't hear back from em soon I'll progress without them.
* In lieu of CFJ permalinks, I've put links to relevant archive
messages I've found. In each case, I've tried to ensure that every
relevant message sent to any Agoran list is either linked below or
linked in a message linked below. To ensure the archives remain as
cohesive as possible, no CFJ will drop off the "recently-judged"
list until it has appeared at least once with a permalink.
* I'm not assigning any of the open CFJs right now, because several of
them seem like they were overlooked by the playerbase at large when
they were first called and I want to allow some time for people to
favour (or disfavour) them or to submit gratuitous arguments. I'm
going to leave at least 4 days from this message; possibly longer if
it seems prudent.
* I'm not going to assign any Agoran't cases to Agoran't participants.
Unfortunately, all the interested judges other than ais523 were
participants. So I'm putting out a general call for volunteers: If
you feel competent to judge one or more Agoran't CFJs, please let me
know. This doesn't necessarily have to come alongside ongoing
interest if you don't want to commit to that.
