There is no restriction as to what can be in a Domain, and one thing can be in multiple Domains. Domains and their contents exist only as defined, possibly by necessary implication, by the rules. Anything which is not expressly put into another Domain is a Domain called the Realm of Agora. The existence of the game of Agora, the rules and their substantive aspects, precedence between rules, as well as the Domains and their contents, are all in the Realm of Agora and no other Domain, notwithstanding any other rule. Wherever a rule, message, or other thing refers to a concept that exists or is defined separately for each Domain, and it does not specify, implicitly or explicitly, to which particular instance or instances of that concept it refers, it refers to the instance of that concept in the Realm of Agora. Amend Rule 1688 (Power) to read: For each Domain defined by the rules, each entity has a Power in that Domain, which is a non-negative rational number. An Instrument in a Domain is an entity with positive Power in that Domain. The Power of an entity in a Domain cannot be set or modified except as stipulated by the Rules. All entities have Power zero in each Domain except where specifically allowed by the rules. Amend Rule 1030 (Precedence Between Rules) to read: A precedence provision is a provision of a Rule by which that Rule seeks to provide a means by which a conflict between Rules would be resolved, including a provision where a Rule provides that something holds "except as provided for in other Rules". Precedence provisions in other Rules have no effect except as provided in this Rule. Two or more Rules conflict if they provide mutually exclusive ways for governing the game, and if all those Rules are necessary for the conflict to exist. Conflicts are resolved on an individual basis with regards to the specific, concrete matter at hand, and similar but different conflicts, even between the same two Rules, may be resolved in different ways. The first step to resolving the conflict is determine into which Domain or Domains the conflict falls (the contested Domains), by considering the concepts, game state, entities, and other things at the nexus of the conflict. A conflicted Rule outpowers another if the first Rule has Power greater than or equal to that of the second Rule in each contested Domain, and has Power greater than that of the second Rule in at least one contested Domain.
