Title: Repower
Adoption index: 3.0
Author: scshunt
Co-author(s):

Amend Rule 217 (Interpreting the Rules) by replacing:
      Definitions in lower-powered
Rules do not overrule common-sense interpretations or common
definitions of terms in higher-powered rules.
with:
      Definitions in lower-powered
Rules are binding in higher-powered rules, except where such a
definition would fundamentally change or pervert the meaning of
the higher-powered rule. This does not apply where a higher-
powered rule explicitly contemplates the use of a definition in
a lower-powered rule, in which case the definition is binding to
      the extent contemplated.

[This opens things up a bit. Scammable? Probably. But that's more fun.]

Change the Power of the following rules, in order, to 2:
Rule 2152 (Mother, May I?).
Rule 869 (How to Join and Leave Agora).
Rule 2438 (Ribbons)
Rule 1769 (Holidays)
Rule 2160 (Deputisation)
Rule 2127 (Conditional Votes)
[Most of these don't really need to be Power 3, and we have more power
3 rules right now than all other rules combined.]

Change the Power of Rule 1698 (Agora is a Nomic) to 3.1. [so that it
beats ratification].

Title: IADoP whoops
Adoption index: 3.0
Author: scshunt
Co-author(s):

In Rule 2138, replace the last paragraph with:
Any player CAN, with Agoran Consent, cause this Rule to amend
itself by replacing "Interstellar" with any other single word
beginning with "Inter" in its text and title.

with
Any player CAN, with Agoran Consent, cause this Rule to Retitle,
specifying a single word beginning with "Inter". When this Rule
Retitles, it retitles and thereafter amends itself by replacing
the word "Interstellar" with the specified word in its title and
text, respectively. This is INEFFECTIVE unless the word was also
specified in the intent to make this rule Retitle.

Ratify the Short Logical Ruleset most recently published by G.
immediately prior to submission of this proposal.

[Previous attempts to change the rule failed because retitling and
amending are different Rule Changes and can't happen simultaneously.]

Title: Title Caps Fix
Adoption index: 3.0

Co-author(s):

Retitle Rule 208 (Resolving Agoran decisions) to "Resolving Agoran
Decisions".

[This can't be done w/o objection because it is a title].

Title: Domains
Adoption index: 3.0
Author: scshunt
Co-author(s):

Enact a new power-3 Rule (Domains):
A Domain is a class of concepts, game state, entities, and any
other things. There is no restriction as to what can be in a
Domain, and one thing can be in multiple Domains. Domains and
their contents exist only as defined, possibly by necessary
      implication, by the rules.

Anything which is not expressly put into another Domain is a
Domain called the Realm of Agora. The existence of the game of
Agora, the rules and their substantive aspects, precedence
between rules, as well as the Domains and their contents, are
all in the Realm of Agora and no other Domain, notwithstanding
      any other rule.

Wherever a rule, message, or other thing refers to a concept
that exists or is defined separately for each Domain, and it
does not specify, implicitly or explicitly, to which particular
instance or instances of that concept it refers, it refers to
the instance of that concept in the Realm of Agora.

Amend Rule 1688 (Power) to read:
For each Domain defined by the rules, each entity has a Power in
that Domain, which is a non-negative rational number. An
Instrument in a Domain is an entity with positive Power in that
      Domain.

The Power of an entity in a Domain cannot be set or modified
except as stipulated by the Rules. All entities have Power zero
in each Domain except where specifically allowed by the rules.

A Rule that secures a change, action, or value (hereafter the
securing Rule) to a Domain thereby makes it IMPOSSIBLE to
perform that change or action, or to set or modify that value,
except as allowed by an Instrument with Power in that Domain
greater than or equal to the change's Power Threshold. This
Threshold defaults to the securing Rule's Power in that Domain,
but CAN be lowered as allowed by that Rule (including by the
      Rule itself).

Amend Rule 1030 (Precedence Between Rules) to read:
A precedence provision is a provision of a Rule by which that
Rule seeks to provide a means by which a conflict between Rules
would be resolved, including a provision where a Rule provides
that something holds "except as provided for in other Rules".
Precedence provisions in other Rules have no effect except as
      provided in this Rule.

Two or more Rules conflict if they provide mutually exclusive
ways for governing the game, and if all those Rules are
necessary for the conflict to exist. Conflicts are resolved on
an individual basis with regards to the specific, concrete
matter at hand, and similar but different conflicts, even
between the same two Rules, may be resolved in different ways.

The first step to resolving the conflict is determine into which
Domain or Domains the conflict falls (the contested Domains), by
considering the concepts, game state, entities, and other things
at the nexus of the conflict.

A conflicted Rule outpowers another if the first Rule has Power
greater than or equal to that of the second Rule in each
contested Domain, and has Power greater than that of the second
Rule in at least one contested Domain. A confliected Rule is
equally powered to another if they have the equal Power in each
      contested Domain.

The following precedence provisions are considered valid:

      - Each precedence provision in each of the conflicted Rules by
which that Rule would claim precedence over an equally-powered
        or outpowered conflicted Rule.

      - Each precedence provision in each of the conflicted Rules by
which that Rule would claim to defer to another conflicted
        Rule.

      - Each precedence provision in the conflicted Rules whereby two
or more of the conflicted Rules harmoniously provide that
another Rule determines the precedence between them, and the
applicable provisions of that other Rule.

Each valid precedence provision is given effect to resolve this
conflict. In case of conflict between two valid precedence
provisions in different Rules, this conflict is resolved as per
this Rule, except that this paragraph does not apply to this
      conflict.

At this point, the conflict is re-evaluated. Any further
conflicts are resolved by applying the following steps, in
order, until the conflict is resolved:

      1. A Rule takes precedence over a rule that it outpowers.

      2. A Rule with an ID number takes precedence over a Rule without
         one.

      3. A Rule with an ID number takes precedence over a Rule with a
         lesser ID number.

      4. A Rule takes precedence over a Rule enacted later.

No change to the Ruleset can occur that would cause a Rule to
directly claim precedence over this Rule as a means of
determining precedence. This applies to changes by the
enactment or amendment of a Rule, or of any other form. This
Rule takes precedence over any Rule that would permit such a
      change to the Ruleset.

[This proposal seeks to establish a framework for Domains and
resolving conflicts between them. Major reform to the precedence rule
is the most important step, because it is absolutely fundamental that
we get the cross-domain stuff right.

Many other changes will be necessary, such as going through other
power-referring-to rules and seeing how we want to treat them. But
this is a start, and if it passes, we can work on next steps.]

Title: Allow boycotting Ribbons
Adoption index: 1.0
Author: omd
Co-author(s):

Amend Rule 2438 (Ribbons) by appending this paragraph after the fourth
paragraph:

A person CAN remove any type of Ribbon from eir Ribbon Ownership
      by announcement.

[This was possible under the old rules...]
