Pengamat ekonomi Universitas Indonesia, Ninasapti Triaswati, mengatakan bahwa pasar bebas ini tak sepenuhnya mendatangkan keuntungan. Untuk beberapa sektor industri, kerja sama ini justru mengancam. Ia menekankan, angka ekspor yang lebih rendah dibandingkan impor selama 5 tahun terakhir turut menjadi faktor yang meresahkan. Rendahnya nilai ekspor dibandingkan impor cukup mengkhawatirkan ketika kita masuk ke area pasar bebas, ujar Nini, pada diskusi mingguan Trijaya ASEAN-China Free Trade Area di Jakarta, Sabtu (9/1/2010). Industri manufaktur, menurut Nina, merupakan sektor industri yang paling terancam. Mengapa? Industri seperti tekstil, garmen, dan alas kaki dikenal sebagai sektor padat karya yang menyerap tenaga kerja dalam jumlah banyak. Dengan gempuran produk China yang cenderung lebih murah, hal itu dikhawatirkan justru mematikan produk lokal. Biaya produksi di Indonesia tergolong tinggi sehingga harga pasar pun lebih tinggi dibandingkan harga produk China. Industri seperti tekstil, garmen, dan alas kaki selama ini merupakan sektor industri yang ada substitusi impor, ujar Nina. Demikian pula industri otomotif. Minimnya produk otomotif lokal diprediksi akan semakin memurukkan industri otomotif, seiring masuknya produk otomotif China. Industri makanan dan minuman aman Berbeda dengan sektor industri manufaktur, industri makanan dan minuman justru terbilang aman. Wakil Sekjen Asosiasi Pengusaha Indonesia Franky Sibarani mengatakan, angka perdagangan makanan dan minuman terbilang masih cukup tinggi. Ada beberapa sektor yang justru positif dan optimistis dengan pasar bebas ini. Untuk industri makanan dan minuman, omzetnya lumayan, kata Franky dalam kesempatan yang sama. Nina tak membantah hal tersebut. Menurutnya, produk yang sarat dengan muatan lokal, seperti makanan dan minuman, akan bertahan. Akan tetapi, hal ini justru akan kembali membawa wajah perekonomian Indonesia kembali ke agro industri. Industri Indonesia yang tadinya ingin dibawa ke negara industri akan kembali ke agro industri. Seharusnya bisa diseimbangkan, kata Nina. Sementara itu, Deputi Bidang Pengkajian UKMK Kementerian Koperasi dan UKM, I Wayan Dipta, mengakui bahwa daya saing produk lokal memang masih kalah jika dibandingkan dengan produk China. Untuk itu, pemerintah melakukan penataan peraturan untuk meningkatkan daya saing produk lokal. Selama ini, banyak peraturan daerah yang menghambat UMKM, dan yang terpenting, harus menumbuhkan cinta produk lokal, ujar Wayan.
