I did not have the 79-udev-epson.rules file, so I created one with the
content you posted. My scanner works now. No root needed. Many thanks.

Sorry to say that staedtler-przyborski solution did not work for me
(epson V370 photo). Deb file is different in my case (iscan-
perfection-v370-bundle-1.0.1.x64.deb.tar.gz)

was fully functionnal in zesty. Now totally unusable in artful even with
libsane1 1.0.27-1~experimental2ubuntu2.1
