A document created with OOo1.1.3 has the following structure with rerspect to
headings:

    Level 7 (no numbering)
    Level 7 (no numbering)
    Level 7 (no numbering)
1.1 Level 1
1.2 Level 2
    Level 3 (no numbering)
2.1 Level 1
2.2 Level 2
    Level 3

Numbering is only activated for the headings of level 1 and 2. When the document
is opened in OOo2.0beta the following is obtained:

1 Level 7
2 Level 7
3 Level 7
4.1 Level 1
4.2 Level 2
5 Level 3 (no numbering)
6.1 Level 1
6.2 Level 2
7 Level 3

Now all levels are numbered and the lower levels increase the top level number.
This behaviour was found with version OOo1.9.104 on Win and Linux. In OOo1.9.79
still all went well.
