I would check in KDE Control Centre -> Sound -> Sound Server:
Autosuspend if idle for x seconds. I think x seconds is the delay
you're getting when a non-artsd aware application tries to access
the soundcard directly. AFAIK you can start a  non-artsd aware application
with 'soundwrapper <application_name>' for it to use the artsd daemon.
(This is with KDE 3.0.3 from Mandrake 9.0 ). You can also check which
output plugins are available for an application, including artsd itself.
