I'd suggest shopping the used HT market.
The Baofung (or however it's spelled) radios can be bought cheap, but based on
what I've seen of them, they'll make RDF a bit more challenging. I'd suggest
investing in a used radio of better quality if you plan to RDF with it.

As I recall, APRS is turned off by default on the TeleGPS. It sounds like
APRS isn't turned on; you'll get the AltusMetrum packets (which are much
shorter and don't sound like APRS packets), and the APRS packets at the
interval you've configured via AltOS UI.

FWIW, moving the TeleBT closer to the phone is often actually exactly what
you don't want to do.
I've found it works best if the TeleBT is at least a foot or two away from
the device it's trying to communicate with.

I've flown mine using the supplied battery, without any issues. I've also
performed quite a few ground tests (I use Christmas tree bulbs when doing
so) without any problems.

The only way I can understand what you describe is if you can rotate the
Arrow BNC
connector so that It doesn't point straight back towards the rearward
element.
I don't remember being able to do that.
