I concur with your complaint. You need to have the Finder show hidden files (https://www.macworld.com/article/671158/how-to-show-hidden-files-on-a-mac.html) so you can navigate to /opt/local/bin/gtar and add it to Full Disk Access. In the Finder dialog that pops up when you click on '+' in

That does not seem possible. As far as Security & Privacy -> Full Disk Access is concerned, /opt/local/bin/gnutar does not exist and there does not seem to be any way of getting there -- it only gives a limited number of places to point and click on. (I really *hate* pointy-clicky UIs and
