Well I have strong doubts that this our windows people are actually
involved in this. This could be fixed our worked around by a motherboard
driver, but not by the graphics driver.

as a band aid you can try the attached patch. It should at least fix the
crash at hand and allow amdgpu to continue with the boot process.

I think I've figured out why you run into problems with this hardware
configuration. The BIOS doesn't assign enough memory address spaces to
the PCI root hub for this to work.
There is a 2,5GB window below the 4GB limit, starting at address
0x5800:

please provide the output of lspci - when the driver is not loaded
as an attachment.
Additional to that a full dmesg as a text file attachment with the crash
would be helpful, you should still be able to ssh into the system even
when the driver crashed.
That looks strongly
