There's no index.html in that folder so it's normal you get a 404 in a browser.
However there is a site.xml file which is all Eclipse look for.

If you can't get to it with https, try with http.

If that still fails, download the archive at
http://code.google.com/android/adt_download.html
and install it in Eclipse as described here
http://code.google.com/android/intro/installing.html#installingplugin
under "troubleshooting ADT installation"
