I have the same exact problem as CelloHann!

This is my first ever installation of Eclipse.

Currently, I'm using Windows Vista x64, jdk7,
and Eclipse IDE for Java Developers (Indigo)

I even found the instruction to install the ADT by archive method by
downloading the zip file of the ADT first and then directing the
installer to it by using the "archive" selection.

Source page for instruction and ADT-12.0.0.zip file:
http://developer.android.com/sdk/eclipse-adt.html#installing

The fact that I was able to download the ADT-12.0.0.zip file and
direct eclipse to open and attempt to install, and I get the same
errors leads me to believe there are missing packages in the ADT files
being hosted.

Or this combination of Eclipse version and ADT are incorrect.

So CelloHan, you are not the only one with the problem.

Hoping someone in the know picks up on this and lets us know what
we're doing wrong or if we are not, when the packages are corrected.

Thanks in advance!
