It depends on the option you choose when creating your New Project.
The newer version of the wizard will offer you several app options. Among them, there are two 'simple' options:  "Basic Activity" and "Empty Activity".  Older wizards would get you only one 'simple app' option, but I don't remember the name.
If you choose Empty or the simple option on the older wizard, you get the single (and simplest) layout.
The "Basic activity" include some Material design directives, such as a toolbar and a Floating Action Button.‎ 
Just run them‎ both and check them out to see the difference.
