It could be just about any app that uses some ad(ware) SDK. As far as I know doing that kind of thing also requires a specific permission (
com.android.launcher.permission.INSTALL_SHORTCUT). So you could look through your list of installed apps and look for one with that permission. Maybe there are also AdWare scanner apps that can automate that search for you.
