Do you mean that you want to create a web app/site that looks good on
any mobile device, including android phones?
If so, I did the same a while ago, a very simple site in ASP.NET but I
suspect you could use any web tech that you are familiar with.
The key was in setting up the style sheet
web applications are already supported. No need to build an app. Just
point your browser to the url.
