Just in case anyone else is struggling with this, there is a solution, and it's easy. When you get your new Dev phone, and you stick a Vodafone SIM in it, it fails to connect to Google's servers and can't initialise. It seems to be bricked. But wait, all is not lost. Buy a T-Mobile pay-as-you-go
