Here is the answer that i got on the Android Market forums:

Free apps: Typically less than 10mins. (Setup Checkout account to pay,
fill android developer profile data).
Paid apps: May take a couple of days. At times more. (Needs you to
verify merchant account by receiving a few cents into your bank
account).
ADC2: Less than a minute. No need to register as an android developer
in market.

What is the approx time taken to register as a developer and to be
able to publish apps on the Android Market?

Do we need to wait for any approval from google to be able to publich
the apps once registered as a developer and a Google checkout
merchant?

I am talking about this API Demo: API Demos - Text - Marquee

I tried selecting the textbut it does not move...not even a
millimeter :(

Am I missing something??

I downloaded the Android SDK 1.1 and tried to run the Marquee demo
(API Demos - Text -Marquee).
But the program is not working .The text is static and does not
move :(
Did any one try this demo? And is it working??
