to answer my own question from Aug 28th:
if you put this code in the method.xml you should have the settings screen
up and running in no time, you should of course define the Prefs Activity in
the Manifest.xml
<input-method xmlns:android="http://schemas.android.com/apk/res/android";
android:settingsActivity="Prefs"
        android:name="@string/settings_title"
         android:isDefault="true"
         />
