You are probably looking for the "enabletclpages" directive in your
config.  By default, it's "false" - you need to set it to "on" or "true".

I also think you need to change the "directoryfile" setting to include
file.tcl (or, recommended, index.tcl) to the start of the
comma-separated list, in order to get the "priority" you're looking for.
